RLS Land Solutions brings heavy excavation to Freeport, Texas, near the mouth of the Brazos River on the Gulf. Freeport sits in southern Brazoria County. Our Needville base lies about 42 miles to the northwest in a straight line. The 2020 census put the population at 10,696. At about 5 feet of elevation, every Freeport lot starts with one question: how high must the pad be? We raise building pads and grade lots so rain runs off them. Our equipment is sized for fill jobs of hundreds of truckloads. For that work we send big excavators, the lightest about 50,000 pounds, along with dozers.
The Freeport Sulphur Company started the town in November 1912. In July 1957 it merged with Velasco, once a temporary capital of the Republic of Texas. In 2003 the city annexed Bryan Beach, a 3.5 mile stretch from Quintana to the mouth of the Brazos. The city is also home to Port Freeport, a seaport on the Gulf of Mexico. Angleton, the county seat, is 17 miles north on SH 288. Brazoria is 15 miles northwest on SH 36, past Jones Creek. Oyster Creek, about 3 miles northeast, shares the 77541 ZIP. Our select fill and bank sand come from our own two pits in southeast Fort Bend County. That material rides our tandem dump trucks down to the coast.

The Corps of Engineers built Freeport's hurricane flood protection system in the 1960s. It has about 43 miles of levees and wave barriers. The system cuts flood risk from Gulf surge, the Brazos River and Oyster Creek. That covers more than 45 square miles in and around Freeport. Its most recent major surges came with Hurricane Rita in 2005 and Hurricane Ike in 2008. The Velasco Drainage District, in place since 1908, runs 50 miles of levees and 14 pump stations. Station names include North Freeport, East Freeport and Velasco. Zone 3 of the district covers Freeport, Quintana and Surfside Beach. Zone 1 takes in the Lake Jackson area.
The district also reviews and approves new drainage plans. When a plan has its approval, we grade the lot to that plan. A raised pad changes where rain runs. The slope has to send that water to the ditch or inlet on the plan. The district keeps up 72.5 miles of outfall ditches across its zones. Low corners get filled and high spots get cut to match. Brushy lots get land clearing before the grading starts. Dirt we cut out goes back into the pad when it fits, or leaves on our trucks.
High enough to meet the city's flood rules. Freeport's flood chapter applies to every special flood hazard area the city governs. There, the lowest floor of a new home has to reach base flood elevation or higher. A registered engineer, architect or land surveyor certifies that height to the Floodplain Administrator. The city's building permit application asks for the flood zone and the base flood elevation. It also asks for the finished floor and the lowest adjacent grade. Check boxes on the form cover an elevation certificate and a V-zone certificate. Those heights come from your engineer or surveyor, and we build the pad to them.
Fill faces its own test. Some lots sit in Zones A1-30 or AE with no mapped floodway. There, new fill must be shown not to raise the base flood more than one foot. That test counts your fill together with all other existing and planned development. In V zones, the chapter also bars man-made changes to sand dunes that would raise flood damage. Once the plans clear those rules, we spread select fill in thin lifts. Each lift gets compacted as the pad rises. Then we check the top against the finished grade on the plans. Commercial and industrial pads follow the same steps, and our fleet is built for jobs that take hundreds of truckloads. Big fill orders can run day and night.
