For excavation in Bay City, Texas, the first thing we check is whether the tract sits inside the city limits. That line decides who checks the plans and which permits the dirt needs. RLS Land Solutions works Bay City from our base in Needville, about 30 miles north in a straight line. Bay City sits in the middle of Matagorda County and has been the county seat since it incorporated in 1894. The 2020 census counted 18,061 people in town. SH 35 and SH 60 are its state highways. Loads come from our sand and dirt pits in southeast Fort Bend County on our tandem dump trucks.
Around Bay City, we fit jobs sized by the acre, with truckloads counted in the hundreds. Our building pads for homes and commercial sites go up in compacted select fill. On raw acreage outside town, we clear brush and dig ranch ponds. The lightest excavator we send is a 50,000 pound class machine, and dozers run with it. Bank sand and select fill sell by the truckload, straight from our pits. Haulers can also bring their own trucks to the pit and load there. The floor for site work with us is about $10,000. New homes need a permit on both sides of the city line, so we plan the dirt around the paperwork.

Within Bay City's limits, the city's Planning and Development Services Division runs the new home checklist. Bureau Veritas checks the plans and runs the inspections. The checklist asks for engineered plans for the driveway approach and drainage culverts. A drive that meets SH 35 or SH 60 also needs a TxDOT permit. If the foundation is engineered, the plans must say it was designed for that lot's soil. The site plan must show the setbacks and every easement. A form board survey sits on the inspection list too. Those plans pin down where the pad sits and how the drive meets the road. Our dirt work and grading is built to match them.
Van Vleck sits near Bay City but outside its extraterritorial jurisdiction, so county ordinance governs it. County rules also cover unincorporated places such as Sargent and Cedar Lane. Out here, Matagorda County's Environmental Health Department permits all new construction, plus fill dirt in floodplain areas. Its A zone sheet counts filling, grading, paving and excavation as development. Before a building project starts, the county wants a 911 address on the land. A driveway or culvert on a county road takes a work order from your county commissioner. On a state highway or a farm to market road, you call TxDOT instead. That paperwork sets the pad and the drive before our first load rolls.
Bay City was once called Bay Prairie, for the open prairie around it and the creeks running to the bay. The 35 acre Matagorda County Birding Nature Center sits along the Colorado River in town. Hurricane Beryl came ashore near Matagorda on July 8, 2024. With that much water close by, the county puts numbers on floor height. In unnumbered A zones, a new home's lowest floor must sit at least 2 feet above the highest adjacent grade. For X zones, the county suggests a floor at least 18 to 24 inches above grade. It notes that some minimal flooding may occur there. We raise the ground to that height with compacted select fill.
Tenaris opened a $1.8 billion seamless pipe mill in Bay City in 2017, and it makes drill pipe and casing. Wharton County Junior College runs a campus here built around technical training and nuclear plant operations. Industrial work at that scale needs big pads and laydown yards. The county's commercial permit list even names solar panel farms and battery storage facilities. Our track record includes clearing and site work on utility scale solar farms covering thousands of acres. Commercial sites of 1 acre or more in Drainage District #1 go through the district before a county permit. Beyond the city, a homesite on a water well and septic system needs 1 acre. We take raw tracts from land clearing to the finished pad.
