RLS Land Solutions offers excavation in East Bernard, Texas, a Wharton County town on the San Bernard River. We run that work from Needville, about 17 straight-line miles to the southeast. East Bernard's 2020 census count was 2,218 people. US 90A and SH 60 cross inside the city limits. The San Bernard forms the town's eastern edge and the line with Fort Bend County. Head west from Rosenberg on US 90A, and crossing that river puts you in Wharton County. In and around East Bernard, we can raise pads, dig ponds, clear land and haul fill. The ground changes fast here, and so does the office that issues the permit.
Lately, much of our phone traffic comes from the Wharton side of our service area. Our excavator lineup begins at 50,000 pounds and climbs from there, with dozers and a fleet of tandem dump trucks. We sell fill dirt, bank sand and select fill out of our pits in southeast Fort Bend County. Our tandems deliver it, and contractors and haulers can send their own trucks to load at the pit. Site work that fits us runs from about $10,000 up. Think pads, ponds, acreage clearing and fill orders big enough to need hundreds of loads. Dirt can move through the night on a volume job, since we run 24 hours.

East Bernard only became a city in the early 2000s. Before it incorporated, a chamber of commerce organized in 1960 did much of a city government's work. Now City Hall handles building permits within the limits. The city has adopted the 2015 ICC building codes and keeps plat, building-line and subdivision ordinances. Under the county's platting policy, subdivisions in East Bernard's ETJ, a half-mile band outside town, follow city rules. The city's ordinance list also carries outdoor burning rules and a large scale land clearing amendment. Ask City Hall how they apply before land clearing starts on a tract in town. Our trucks carry cleared brush and trees to a green-waste dump the company owns.
Even inside town, the city sends floodplain permits and 911 addresses to Wharton County. Out in the county, development and septic permits run through the Wharton County Permit and Inspection Department in Wharton. For site development, the county's drainage checklist asks for a grading and earthwork plan on existing topography. It also lists the area and depth of any proposed fill. Any proposed pond or detention facility needs its capacity and location shown. An engineer or surveyor draws that plan, and our machines build what it shows. That means building pads set to the planned height and ponds dug to the plan's lines.
East Bernard began on the east bank of the San Bernard. By 1869 the depot had moved to the west bank, onto the future site of Main Street. Near the river, the flood map comes first, since it drives pad height and fill. West of town spreads the Lissie prairie, a big rice-growing area. Old Nottawa, a ghost town midway to Lissie, sat in that rice country. Flat rice ground gives runoff no slope, so a homesite there needs fall graded in. A county-platted homesite on its own well and septic needs a full acre. That acre must stay clear of drainage easements, roads, ponds or lakes, on a lot 125 feet wide or more. So a pond belongs outside that acre.
Four roads shape how trucks reach East Bernard. US 90A runs beside the Union Pacific line, east to Rosenberg and west to Eagle Lake. SH 60 runs north to Wallis and south to Wharton, the county seat, 15 miles away. FM 2919 forms the south edge of town, then crosses the river to Kendleton in Fort Bend County. FM 1164 leaves SH 60 south of town and loops to US 90A at old Nottawa. Loaded tandems from our pits can cross the river on US 90A or FM 2919. Heavy load permits for county roads go through the commissioner precinct offices, and Precinct 2's office is in East Bernard. In town, the city's ordinance list also includes one on engine brakes.
